In my opinion a school absolutely should not be allowed to use corporal punishment period. Regardless of whether a child has Autism or ADHD, any type of physical punishment is linked to depression and many other adverse events.
Using it on a child with a developmental disability would be like spanking a 6 month old baby as a way to make the baby stop crying. It's ineffective and causes psychological harm. School should be viewed as a safe environment to the child allowing them to trust their caregivers and open their minds to absorb and learn new information.
